Use ACA-Py chart as dependency rather than local chart definition

Now that an official ACA-Py Helm chart is available (see openwallet-foundation/acapy#3599) we should use it as a dependency in the VC-AuthN chart rather than continue maintaining the ACA-Py component here as well.
