Control 5 columns genbank files quality

Arguments for this program:

1. Annotation XML file
2. 5 columns TBL file
3. Prefix used in TBL file

Implemented controls include the following:

• Every contig included in the annotation file should also be included in the tbl file
• Every gene and rna included in the annotation file should also be included in the tbl file (in the appropriate contig table)
• Gene/rna positions/strand specified in the annotation XML file must correspond with those included in the tbl file
