validValues not allowed in JSONSchema

Hey @dizzygit , thanks for raising this issue. Good pickup on this. We created a v3.0.2 strict schema to transition to a fully strict schema in v3.1.0 where no unevaluated properties could be defined (what you have observed). Data quality rules was also being changed as part of v3.1.0 (check here for more details). These changes have been documented and added into the JSON schema in dev branch for you reference.
