fix: lint errors

Description

A few things were fixed in this PR:

• lint errors and warnings
• added --silent to test command to silence logging in tests
• updated pre-commit hook to use biome instead of eslint

No specific issue but semi-related to #18 since there were lint errors when I tried to push after pulling from main
