[Bug]: UI language list is not scrollable

The language list is not scrollable. It looks like it is not capturing mouse events, which reach some other element behind it.

Steps to reproduce

1. With Chrome inspector, toggle Device Toolbar for emulating a mobile device
2. Open the language selector
3. Try to scroll using the mouse wheel
