geth_windows: 1.5.19 not working

Geth version: 1.5.19
OS & Version: Windows 10

Actual behaviour
Unable to run geth_windows.exe v1.5.19 under Windows 10
getting errors:

The code execution cannot proceed because libwinpthread-1.dll was not found. Reinstalling the program may fix this problem
The code execution cannot proceed because libstdc++6.dll was not found. Reinstalling the program may fix this problem
geth_windows.exe v1.5.17 is working fine errors are only in v1.5.19

I have simiwar issues with geth_windows.exe v1.5.6, was fixed with #2907

I think it was caused by #3177, which upgrade the bls dependency. We will check if we can rollback to the previous version.
