Is it possible to run Python Pip commands inside a Bottle?

I have a program I need to run. Before I can run it, though, I need to run several python .py scripts within that environment.

I tried running these from a Command Line from inside that bottle, but apparently, you can only run a small subset of commands from CMD.

Is this possible?
