Document atlas generation validation tools

The atlas validation tools should be documented in the "Adding a new atlas" section of the docs to help contributors troubleshoot their own atlas packaging, and prevent a time-consuming back and forth with core developers.

Addtionnaly , I am trying to understand How these tools works from core codebase and I may need some guidance where possible, I also came accross this issue 285 can it fit on this page after Atlas generation ??

If there is Anything I am missing out , Please let me know before I go ahead.

I think this section should come just before the Uploading the atlas section.

However, I will say this might be a bit tricky for someone to document without much BrainGlobe experience. There are a lot of moving parts here. We don't just want to document the tool, but explain the checks it's carrying out, and the rationale behind it.
