Thanks for the pull request!

Looking good, although I'd keep the current handler.zip and binary name as it is for amd64.
While it could be adjusted in Elastic CI Stack, there are folks using agent-scaler in different cases, and this would be a breaking change for them.

I think we could add arm64 prefix for the zip and binary, but leave builds for amd64 without a prefix for the time being.
