Generate Terraform

Scaffolds terraform generation as part of the manifold generate command. We generate an entrypoint at the top of the project, and we reference all workspaces in the project as modules.

We use JSON Configuration Syntax since that's a little bit easier to generate from Ruby.

Currently, terraform generation is feature flagged. You can opt in with the --tf flag by running manifold generate --tf.
