Framework export not in order of framework hierarchy

Framework export does not replicate the order of the framework hierarchy. This was found by Credential Engine.

This is easiest to reproduce with ordered labels on a framework containing several levels within the hierarchy. Exporting the framework as Credential Engine ASD (JSON-LD) results in an order inconsistent with the original.
