Update for attributionUrl and attributionName properties in the Competency Explorer PNA. Frameworks will either have a name or url for the attribution (or neither). Add a check to fill in the appropriate property based on the value provided and default both properties to an empty string.
CE Attribution only allows for one value. CaSS PNA adapter will select the first attribution if multiple attributions exist in the framework.
