When importing a csv, check if the @id value is being using for other frameworks and display an error message saying the CTID is being used for another framework/collection/conceptscheme/progressionLevel(Name)

After the recent updates, I tried to update an existing framework in CASS via the import and it throws me an error that another framework exists

@miledivovic I would like to clarify the intent of this update.
Does the update only check if the @id URI/CTID for the framework being uploaded exists for another framework?

• if so, how does the system know if the current framework is not just the existing one - based on Id only

I thought one objective was to prevent duplicate competencies, concepts etc.
So the check would:

• for a competency ctid, check for existing under a framework other than the current one.
• if found, reject with error

I did a test assuming the latter was being checked.

• I downloaded Test Import (ctid: ce-6dc10edd-4173-4d59-8cee-98e615880c28)
• I changed the ctid to ce-3bda8076-dd99-4435-bf4a-752157fb7f8a
• Changed the name to: "Test Import updates - reject on existing competency ctids from ce-6dc10edd-4173-4d59-8cee-98e615880c28"
• Then tried an upload

It was successful even though there were duplicate competency ctids
