Large framework times out when trying to publish

Jeff Gann tried to upload a framework with 16000+ competencies.
While the upload worked, he problems publishing - the export from CaSS would time-out.
His input file is attached.

He then tried a workaround that may be useful for debugging the issue:

• He tried uploading a much smaller file, and was able to publish successfully
• He then uploaded the full file and could publish successfully.
  So not clear why this process was successful and not the original!

@miledivovic is going to upload the CSV file on sandbox to see what is happening to cause the issue.

@mparsons-ce @sedula27 it's my understanding from reading this that the framework did upload. The issue was with publishing. Theres' no error information or console screenshots. @sedula27 please find this on sandbox if it is uploaded and see if there's an issue with exporting it from CasSS as CSV or CTDL JSON. If it doesn not publish, we've already established that with this quantity fo competencies, the API is timing out.

In this case, Jeff had stated that the export from CaSS failed based on the error message.
So CaSS timed out before calling the publishing API.

@sedula27 there's no error message here. Re-upload that framework on sandbox. If there is still an error message now that the backend upgrades have been made, provide the specific console errors and move it to prioritize.

@sedula27 I just followed the above API URL and accessed the CTDL JSON export. It was very slow though. Not sure how long it took.

@miledivovic moving this back to high priority. I had asked @sedula27 to re-test and I did as well as noted above but I also see several errors in the console when tryiing to access the CaSS editor.
