CC: Tweaked 1.97.1 for MC 1.15.x and 1.98.0 for MC 1.16.x

Another month, another CC:T release. This is far less exciting than 1.97, but has a couple of important bug fixes and a few small features.

• There is now a config option to limit the bandwidth used by the HTTP API.
• Fix speakers crashing clients when broken in SMP.
• Add back ILuaContext.executeMainThreadTask to the public API.
