Description
Let's switch from using iasworld.owndat for mailing address to iasworld.maildat. We will pivot columns from owndat to new owner_ columns. According to the information below it should be more accurate and up-to-date. We'll need to swap it out wherever owndat is used for addresses, and swap column construction since the tables do not follow the same scheme.

MAILDAT will forever store addresses where tax bills are mailed. Maintained by CCTO. Is being updated/maintained. 2024 is their latest year, and some may not have rolled over to 2025. CCAO sends assessment notices to MAILDAT.

OWNDAT is a core table in ias for CCAO functions. No one wanted to claim that CCAO “owns” ownership data. So we’ve used Recorder of Deeds data, which has been static since 2019. Since then, we’ve used PINMAP integration to make updates for divisions, and we get updates for exempt properties, but most of it has been static. Likely accurate if someone hasn’t sold their property since 2019. Eventual goal: as sales come in, use buyer data to populate OWNDAT, but that’s a future state. Edits will be few, but presumed valid.
