Boundless: Store journal and total cycle count in PendingBoundlessSessions table #2820
Description
In order to not execute in the preflight layer we need to give the journal and total cycles on resubmit failed requests as well. We should add total cycles and journal data to PendingBoundlessSessions table, and write the necessary migration for it and give the total cycle and journal data when handling failed requests
