Description
In C2, announcements cannot be made visible for "ANONYMOUS" users, which essentially prevents the feature to be used to show announcements before being logged in.
This should be fixed (by adding the ANON role, for example) to mimick the feature in 1.11.
Announcements edition is made from /main/admin/system_announcements.php
