[C2] Timepicker increment does not apply to all datetime form elements

The global setting timepicker_increment holds the minimum number of minute increments in the datetime pickers. However, it does not seem to be applied. For example, when selecting dates in the attendance sheets, the minimum increment is 1 minute although the global configuration is set to 5 minutes.
