Make updating the filters on corporation (alliance) change less fragile

As it stands the only way these get updated is during the esi-poller runs. If, for some reason, the update doesn't happen there is nothing to catch the fact that this is incorrect going forward. We need some mechanism that can check a user and make sure they are in the correct roles.
