"has github" checkbox on Organizations page

Overview

Next to index contributor checkbox, we need a "has a github" checkbox which is prechecked so only organizations with repositories show up.

Action Items

• UI/UX to create mock up with 2nd button next to the index contributor button, it should be prechecked.
