Support managing services shared between spaces

Service instances "exist" in one particular space, but can be shared into other spaces to make them available to apps there.

cloudfoundry_service_instance and cloudfoundry_user_provided_service should accept an additional set attribute, shared_spaces, which would be used to specify the space where the instance should also be available.
