More robust configure/build system

Add autotools configures/builds to deprecate hacky makefiles; will need to differentiate linear algebra packages as well. The following compiler/LAPACK combos should be supported to start:

Intel/MKL
Intel/MKL+Plasma
gcc/OpenBLAS
gcc/OpenBLAS+Plasma
