Description of the bug

So basically what this picture is showing is:

1 PACMAN puts out 5000
2 Total load is 7.5
3 Turn off Equipment to save 6k energy
4 APC won't charge
5 Increase PACMAN to 10000
6 PACMAN charges APC

What's the difference with what should have happened?

Should be able to turn off Equipment, Lighting, and/or Enviro to lower total load needed to charge

How do we reproduce this bug?
