About the pull request
This PR adds two sets of unique armor from Predator: Hunting Grounds into the game, available via a dropdown menu in preferences like legacy armors for players ranked at Elite or above. It also adds an armor set and admin-spawn loadout for the Emissary armor, with the future goal of making said armor available exclusively to Bad Bloods once they're in the game.

Explain why it's good for the game
Extra visual flavor for elite and above predators that looks snazzy and better builds on the system of having "unique" armors like the legacy armor sets, while making it extra-easy to add more presets in the future.

Note that it is functionally impossible to test clan ranks locally, but this worked like a charm with the prerequisite rank set to blooded, which means it should function 100% fine with requiring Elite or higher.
