HTML Block Copy Causes Scrapbook Display Error For Migration Tool

Description

An HTML Block copy will show up as a Scrapbook Display when dragging. This copy existing on a page will cause the Migration Tool to give an error when trying to export the page.

How to reproduce

Create an HTML Block on a page, then copy it to clipboard and drag the copy to the page. Once on the page try dragging it again and you will notice it's now called a Scrapbook Display block instead of a HTML block. If you save this page with the copied block on there and then try to export the page using the Migration Tool you will get an error.

After running into this error a couple more times, it seems any block that is currently acting like a copy of another will have this issue when trying to export with the migration tool. The way around it is to edit the block causing the issue and save it so it breaks it's connection to the original block it's a copy of.
