KSQL-13911 Auto-migrate exactly_once to exactly_once_v2

Description

What behavior do you want to change, why, how does your patch achieve the changes?

Queries created with legacy processing guarantee 'exactly_once' will work on ksql 8.0.x+ after this change. The server will auto migrate the guarantee and start running the queries.

Testing done

Describe the testing strategy. Unit and integration tests are expected for any behavior changes.

Have completed testing using CP tar. Using the migration list mentioned above.
