Limiting the landing range

During the game, my squad and the enemy AI have a limited landing zone - I can't order support or bombardment to any other part of the map. I can only order a ship or rocket to a specific location, no further.

Is this a bug or a feature?
For example on the Grasslands Mining Outpost map There is a restriction in this framework:
