Add capability area support to the tests runner

For each capability area specified by the tests, structure the results so that we can see coverage of an engine by capability area in the spec

cql-tests-ui has a built-in grouping option for aggregating results by the result group name, and can further be filtered and sorted to make scrolling easier. You should be able to deep link into a results page too with the grouping function enabled.

Capabilities have now been added to the tests schema and results schema with this issue in the tests repository:

cqframework/cql-tests#79

So what's left here is for the runner to set the capability of the result based on the capability of the loaded test, in progress.

This is done now from the perspective of the runner, it will include any capabilities specified on the Test in the TestResult:
