Windows v0.3.1 release of Video and Image Annotator

This release marks the v0.3.1 release of the software, targeted towards Windows, Ubuntu and Mac users.
This release contains binaries for Windows. When downloading, place all files in the same folder, as there is no installer to add the required .dlls to your path.
To install on Mac or Ubuntu, please follow the directions in README.md.
New in this release:
- Save and load species color schemes.
- Save annotated images in image annotator.
- Fix an issue in which global state annotations did not reset after loading a new video.
