Feature Request: Support a databricks bundle build

Create a build command for bundles in CLI for generating and executing commands for artifacts.

This will allow users to build artifacts without having to do a full on deployment. There can be complex build process or just the need to save artifacts that will be built for audit purposes/registration in private registries. This command will address this.
