Gracefully fall over if wrong filename provided at prompt #1106
Description
I'm running pepys_import from the command prompt.
I typed an invalid filename into the --path parameter. Pepys crashed, with a valid Python error. It would be better if we gracefully exited - explaining folder/path not found.
