Control over tooltip location

Is your feature request related to a problem? Please describe.
We place our timeline component in a right sidebar on the Account record. Unless the record on the timeline is all the way to the left of the canvas, the tooltip with the compact layout falls off the end of the screen.

Describe the solution you'd like
My first choice would be for the tooltip to be aware of the viewport so that it can move to the left automatically if there's no space on the right.

My second choice would be to control in the App Builder what side we want the tooltip to open on.
