SVG file doesn't imports as multiple shapes

I have an SVG file that doesn't import correctly. It has holes in an outer shape, but all the holes import as separate shapes. I have attached the file. I would have opened a bug report, but I didn't see a way to upload a file. The SVG file is below.

I created an issue and uploaded the SVG file as a .txt file. Sorry, I'm new at this.
