Add reasons given for last submitted .rc

Like you know .rc for [nick] returns the last submitted .rc
And sometimes we're like .rc 8.5 that coffee was amazing
So it would be cool if it was like
Last rollcall for dusya was 8.5 at [time] because that coffee was amazing

or whatever
