What does the banner mean before authorization about the private system. Is she being monitored remotely? So it's not suitable for solving data problems? For what purposes is this assembly suitable, an introductory one?

It's just a login banner.
You can modify it to whatever you want it to be by editing /etc/issue and /etc/issue.net.
It was once a legal requirement (and maybe it still is, I don't know) to make activities of a hacker actually illegal/punishable by law in some countries.

You really could have helped me to just google it yourself before asking me this kind of questions.

And maybe you could read this, especially the last two sentences...
