Create Initial Infrastructure

We need to create the following placeholders or resources:

• Cloud Build Pipeline - @iqtheengineer
  • Connect repository to cloud build - https://github.com/The-DevSec-Blueprint/gcp-dsb-python-fastapi
  • Build, Test (Unit/Application Testing), Scan (Snyk and Trivy), and Deploy stage into GKE.
• GKE Cluster with a single node - @damienjburks
  • Setup monitoring for all of the above

As we build this, we must ensure that we document this as we go. We can use GPT to enhance it and fill in the gaps for us grammatically.

Any underlying service account should be created for each of these and included in the main.tf file. I'll expand upon this and create subtasks for each one of these.
