If PROXY_SERVICE_CONFIG env var is not given the code panics at startup

👟 Reproduction steps

Set PROXY_SERVICE_CONFIG env var as empty.
Startup orchestrator at any env.

👍 Expected behavior

The server should start successfully.

👎 Actual Behavior

Startup fails due to panic
