Feature: Alerting for CI Logs (Build & Cache)

We need Metrics capabilities when CI logs are not pushed to the designated log storage.

• Metrics if CI build logs are not pushed after a pipeline run.
• Metrics if CI cache logs are not pushed.

This will improve the reliability and observability of the CI pipeline, particularly during failure scenarios.

🎤 Pitch / Usecases

If any CI fails and at the same time the logs are not pushed, we completely lose visibility into what caused the failure. This makes debugging impossible and severely impacts our ability to resolve issues quickly.
