Right now, you can't set the canvas layer that will be used by default by your styles. So if you want to use anything different to 1, you have to create a Premade (or any other kind of) Style and then modify the General > Canvas Layer setting.
I think the General settings panel should have a property with "default canvas layer" which themes would inherit by default unless it is specified in that style. Basically, making the style overwrite the "global" setting.

How would the styles canvas layer setting differentiate between using the global one and the "local" one? Would we add another checkbox?
I guess this makes sense as a QOL thing, idk how many styles people usually have and if it's a big deal right now to keep the canvas layer setting in sync between them. But doesn't sound hard to implement either.
