Support multidomain categories

For example, the Emergency Response category consists of multiple domains: medical, geo, etc.
We need to investigate whether DKAN topics could model such categories and, if domains are modelled through tags, whether it is possible to associate a set of tags directly to DKAN topics and not just to individual data sets.
