Custom Background does not applies to Empty Editor Background

Describe the bug

When using a Custom Background, it will not change the Empty Editor Background, instead using the background that came with the theme.

To Reproduce

1. Set a custom wallpaper
2. Enable Empty Editor Background and Background Wallpaper
3. Save your settings

Expected Behavior

It shows the custom wallpaper.
