Is your feature request related to a problem? Please describe the problem.

Azure AI Foundry allows me to use models other than the OpenAI model family (llama, phi, etc.) but I need to do the deployment and management of that resource outside of Aspire.

Describe the solution you'd like

I would like an Aspire hosting integration for Azure AI Foundry that allows me to provision the resource and deploy models into it.

Additional context

Some work is already underway with it here: #7868 and it would be useful to integrate with #7768 #9011
