Send an email when users are interested in a project or position

Since we have `email` saved in the database and we can use rails mailers to our advantage. We'll just put the user's email in the `reply-to` email field. The point of the site is matching and discovery, once people have found a project/position they like we can just let them connect directly instead of forcing users to use this site for the onboarding process.
