Move SonarQube check from Jenkins to GitHub

I frequently forget that we even have it, so I almost never check. Perhaps we can configure it as a GitHub action, so that the results are shown for a PR:

Looking at PDE, it seems like you can configure the webhook to push more than just the build result. But given that I don't have sufficient permissions to do so, I likely need to create a Help Desk issue to get the necessary support.
