System Tester: Add Refinement Service Logic for Business Partner Tests

Currently the BPDM system tester contains business partner relation tests in which the tests also define steps on how the business partner relation is refined in the Orchestrator.

For the business partner tests it makes sense as well to add steps and logic for how to refine shared business patner records over the Orchestrator. With this introduction the cleaning service dummy would then not be needed to execute those tests. Additionally, we would have more control over the actual test process and cover more real-life test cases.

Acceptance Criteria

Add logic in the system tester to create refinement logic steps.
Example:
When refinement service sets business partner with external ID 'A' to content 'A_CONTENT' with BPNL 'BPNL_A'

Where A_CONTENT would then be a auto generated Orchestrator data based on the Orchestrator test data factory.
