When the EDC connector restarts, the EDC assets are not recreated for the already available twins. #318
Description
Current Behavior
Currently the assets are created or "checked" if available just when the sharing is done and before not.
Expected Behavior
We need a startup synchronization job, that runs in the background that synchronizes the database with the connector.
