Compilation time from frontend docker image publisher workflow is too long

Current Behavior

Currently takes too much time to compile the frontend around 6 min

Expected Behavior

Reduce the compilation time using cache

I have added a frontend optimization for the compiling.

it was not solved, the root problem is the portal components library, solution is to eliminate it.
