Cannot use health check to see if clustered correctly

1. Observe HealthCheck requires a vertx instance.
2. Observe Vertx.clusteredVertx... only returns when the vertx instance has joined the cluster
3. Observe that you cannot show the instance as unhealthy until it joins the cluster.
