restrict tip of slider to specific data

if range slider is form 10 to 100 length , we have to do min to 18 and less than 18 should not be select , I am unable to do that .

So you want to display a range of 10 - 100, but only allow users to select within a range of 18 - 100?

That would make for pretty confusing UI. I would suggest you just change the range to 18 - 100.
